The UK government is set to provide over £1 billion in taxpayer-funded support for a major new theme park in Bedfordshire, part of efforts to secure the first European resort from entertainment giant Comcast. The funding, aimed primarily at transport and surrounding infrastructure, is double the £500 million previously expected and forms part of wider preparations for the construction of Universal Studios Bedford. The 500-acre site, located on former brickworks land, will be operated by Universal Destinations & Experiences and is expected to become Europe’s largest theme park when it opens.
The government has positioned the project as a catalyst for economic growth, regional regeneration, and international tourism. Estimates from Comcast suggest the resort could generate up to £50 billion in economic benefits for the UK over its lifetime, drawing millions of visitors each year. Prime Minister Keir Starmer has described the development as a landmark investment in Britain’s visitor economy. The decision to locate the park in Bedfordshire rather than mainland Europe was widely seen as a significant win for the UK.
Most of the government’s contribution will fund upgrades to infrastructure surrounding the resort rather than the theme park itself. Planned improvements include enhancements to Wixams railway station and new road links, including direct slip roads connecting the site to the A421. Officials say these upgrades will support wider regional development, including housing, commuter transport, and local business activity. Sources involved in the project suggest the payback period for taxpayer investment could be measured in years due to the projected surge in tourism and spending.
Planning permission has been accelerated through a special development order granted in December, allowing construction to begin quickly, with the resort scheduled to open in 2031. The park will feature rides, themed attractions, hotels, entertainment venues, and retail facilities. The scale of the project is expected to create around 20,000 jobs during construction and 8,000 permanent roles once the park opens, with roughly 80% of positions anticipated to be filled by local workers.
The resort is also influencing broader regional development. London Luton Airport received approval for expansion last year, referencing expected visitor growth from the park. Local authorities and developers are exploring additional housing and commercial projects around the site. Environmental and utility concerns have been addressed, with a new water treatment facility to be built by Veolia, reducing water usage and protecting the surrounding network.
Universal Destinations & Experiences said the project would transform the local area, attract millions of visitors, create thousands of jobs, and support regional regeneration. The Department for Culture, Media & Sport confirmed discussions with Comcast are ongoing and that further details on government support would be announced in due course. If completed as planned, Universal Studios Bedford will become Europe’s largest theme park and one of the UK’s most significant entertainment developments.
